GREYCELL #35

X founded the Electronic Frontier Foundation, which is becoming an increasingly prominent and influential organization today. In 1985, X was awarded the National Medal of Technology - the US's highest honor for innovators and was inducted into the National Inventors Hall of Fame, 2000. X is the founder of "Wheels of Zeus", which incorporates GPS technology and computers. X enrolled as "Rocky Raccoon Clark" and completed his undergraduate course in Electrical Engineering from Berkeley. Rocky was his dog's name and clark is his wife's maiden name. Identify X.
